Also, did you see this survey? I like question #26: "Outside of a committed relationship, have you ever exchanged sex for money, food, lodging, drugs, or other personal needs?" Is that to imply that it's OK as long as it's within a committed relationship?

Although your question reflects a grammatically correct concern, the question actually taps into a specific frame of mind. That question is used to assess risky behavior. Similar inquiries are made when filling out the form for HIV testing. The question implies that in a committed relationship one would know the HIV and STI status of one's partner. Outside a committed relationship, when one is desperate for money, drugs, etc. one might not check into the other person's disease status, thereby putting oneself at risk.
